You know when you have that "almost laugh" where you blow air harshly out of your nose in rapid succession? I thought it was like that, but with your mouth.

"Fu" in Japanese is sort of the syllabic equivalent of "hu," and tends to be viewed as a blowing or windy noise. As such, a localization for English speakers would probably be something like a breathy chuckle. Unfortunately, most translations just go for literal rather than localized, so we get a lot of really awkward-sounding junk.
(This habit is also why most animu and JRPG dialog sounds really stilted and repetitive.)

This makes sense, because other than one person I experienced who had a laugh that sounded like "soo-soo-soo-sul!," nobody laughs like that.

Yeah, that'd be the option I'd go for as well.
