I think it's supposed to be a ragged old lady chuckle. It just... seems to get badly translated.

"Fu" in Japanese is sort of the syllabic equivalent of "hu," and tends to be viewed as a blowing or windy noise. As such, a localization for English speakers would probably be something like a breathy chuckle. Unfortunately, most translations just go for literal rather than localized, so we get a lot of really awkward-sounding junk.

(This habit is also why most animu and JRPG dialog sounds really stilted and repetitive.)
Usually, I translate "fufufu" as "hmhmhm" in English :)

This makes sense, because other than one person I experienced who had a laugh that sounded like "soo-soo-soo-sul!," nobody laughs like that.
