Got around to playing this again a few days ago, man it brought back memories. Game is dead though, sorry guys.

Well, the menu access this must have been a glitch. I'll look into that. If you can't access the menu when you think you should be able to, try going to a dragon racing or crate slider, and play it. That should fix it.

As for wait, I'm 90% sure that wait is there to make it so enemies can't attack you while selecting items/skills. Active is there so if you want, you can wait for a certain party member to fill up his time points and attack.
