I don't know, I heard that RPG maker 2003 was the newest.
But this shall have to work.
Ace Lite is Ace with plenty of restrictions, but 'tis free. You could make a small game with it.
You could check out the Ace Lite cookoff event games to see what kinda game you could make with it.

Never knew creating a dungeon would take up so much time...
When I make my own games, I'll possibly try to do art on my own. Because I suck at drawing on the computer. :P
