VONFINELL'S PROFILE

I've been using RPG Maker 2003 for a long time now, and have never had a problem. A few months ago, I found that when I entered Test Play, the arrow keys were no longer moving the character or cursor.
I thought nothing of it since I wasn't really using the program at the time, but now I'm starting a new RPG and I kind of need it. I've tried uninstalling/reinstalling, as well as simply restarting the computer. I've found that Alt, 0 on the keypad, and most of the bottom row of letter all register as "cancel" or "accept", but nothing is mapped as arrow keys.

Anybody had a similar experience? Anyone have a solution?
