What exactly are you talking about? Care to elaborate a bit further beyond a single sentence? -_-
If I'm guessing correctly, you mean the transition effects before battles. Is that's right? In that case, I think it mostly depends of what version of rpgmaker you're using, and what kind of effect you want to replicate. Chances are you'll need a bunch of pictures being shown in suseccion right before the battle, but there may be other ways... So, tell us about that first, so we can help you more specifically.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

I believe all the RPG Makers have a few choices of transition effects, which you can choose on the system tab of the database.
For a custom effect... hmm. There are probably different ways to handle it, and which one would be easiest depends on what you want your effect to look like. What kind of effect are you wanting to make? One to mimic a specific game?
