I have the same "problem" about not forming close relationships with other people. I also see to be able to make many successful shallow relationships with a broad array of different people. I could flit between nerd cliques and jock cliques and various other ones with ease back in high school. I can still do the same today with cliques at work/sports/schools/whatever.
I don't think it is my inability to form strong convictions, but it could be. I believe it is more my unwillingness to invest time in relationships, though.
I am also a very boring person.

Although when I'm the one doing almost all the speaking trying my utmost to make small talk while avoiding, uh, 'sensitive' issues I often fail to see what else can be done....
I have the same "problem" as you guys...i'm guess i'm pretty "accepting" so i have a lot of "friends" in different "circles" but i've never had a "best friend" (who is someone everyone seems to have and skype/IM with every night :v). I have an avoidance of talking about "sensitive" issues with anyone, too, which i think may be connected to the source of the problem...

It really doesn't have much to do with conversations you hold with people, unless you're passionate about what you're talking about. Sharing common interests in what you're passionate for is often the best way to form a close relationship with someone, in my experience. My best friends have been people I've played music with, and it's strictly because we both shared a love for the music, and in turn, experienced alot of great moments together.
Oh, also drugs and alcohol helps in getting to know people. But that might not be for everyone.

well, I never did come across anyone else who didn't drink or do drugs and excelled in school with an overactive imagination who played a lot of sports like hockey and volleyball but also played a lot of videogames and read a lot. So finding someone with a lot of the same interests as me was tough.

Seriously, if your family wasn't like 4th generation North Battlefordian, you were pretty much ostracized. When I left shitburg I never came back. Its been 12 years.

Yeah I guess alcohol helps a bit when talking to people but I usually feel pretty stupid afterwards. Like in this party a few weeks ago a couple of us were trying to get this homophobe to kiss a guy. I was laughing my head off then but now I'm just like "wow that was the most inane conversation ever".
Maybe I need to lighten up in that regard. Meh, besides the point anyway.

Its not even at how frequently you meet with people, for instance I meet "minor" friends more often than my best buddies, another key is trust, friend is a person you can rely on. Ussually friend is someone who you start to get known better, friends try to know eachother better, so trying to avoid personal or "sensitive" issues is contraproductive, it just makes you more drifted away from person, best friends ussually know the most personal stuff about eachother, that makes them more close, since they know eachother more and more.
