I really am not sure what it means and more importantly, I don't know where the hell I heard it, but holy crap I have the desperate yearning to use it in every sentence.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

Right that's the one (how come yours works and not mine, LockeZ, they're the same.....? also there's a little bit more to it than being homonymic to "tout de suite", which I didn't know!).
