NEW GUY WITH A COUPLE OF QUESTIONS

Hey guys, I'm new to this site and have returned to making a game in rm2k3, trying to get back in the swing of things. I had a couple of questions to see if it were possible to do (if anyone knows off-hand).
I would like to be able to "stop" xp gain on a character until "item x" were found or used. Is this possible?
I would like to add new statistics beyond the Attack/Defense/Intelligence/Agility (I may be running with 8). Is this possible?
Should I be leaning towards the new makers or stick with rp2k3? If I need to learn something new, now might be a good time, since I can hardly remember anything of this one, and I hear a new one is coming out.

I don't know about RM2k3 but I know in RMVX Ace you can stop EXP gain (even for specific characters)
To add additional stats in RM2k3 you'd need to use Variables to track them, and you'd need to use a lot of complex event scripting to make them useful or to do anything.
In RMXP, VX, and VXA you can add additional stats through the Scripting system. I don't know if any Scripts exist that do this already, though.

Good to know. I know there's a few things that I would like to do with my game, I'm just not sure that they are "do-able" in rp2k3. Are the newer ones more "user-friendly" than rp2003? Trying to find tutorials on it right now is kinda sad.
I'm trying to refresh myself, but it's very overwhelming, and not a lot of info seems to exist anymore. I remember when everyone was trying stuff out on it! I guess it's just not that popular anymore. Serves me right for not keeping up with it... :)
Here's another question. rp2k3 uses the normal ATB style fights. Whe I choose an action, that bar resets to the beginning. Is there a way to set attacks to only use a portion of that or to use more so that a character can charge faster or wait longer for their attacks?

LockeZ
I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

Stopping XP gain for one character is gonna be really difficult unless you create a custom XP system. One way to do it might be to have a "No XP Gain" class that gains no stats on level ups. When you want a character to not gain XP, change the character's class to that class, checking the box to make his stats stay the same, and record his current level in a variable. Then after he's changed classes, increase his level to 99 (which won't increase his stats since the new class has no stat gains). Because he's level 99 he won't be able to gain XP, but otherwise all his stats and skills should be unchanged from before. When you want him to be able to gain XP again, change his level back to the value you recorded in the variable, then change his class back to his original class (keeping stats the same again).
You can't make an attack only use a portion of the bar, but you can apply a status effect to a character to temporarily raise or lower his or her agility. This will speed up or slow down turns until the effect wears off. If you make it wear off after 1 turn it will only affect the speed of obtaining character's next turn and not anything after that (actually it will affect even less than that, since RPG Maker 2003 counts "1 turn" every time any character or enemy takes an action). You will need to use battle events to create a skill that targets someone other than the caster but inflicts a buff on the caster, but it shouldn't be too hard.
RPG Maker VX and VX Ace are pretty user friendly, though it's hard to say if you'll have as easy a time with them as you will with the maker you're used to. You can download a free trial of VX Ace and try it out.

Could also use Conditional Branches outside of battle, and check to see if 'So and so is in party' and they have a certain item, it'll turn off 'No XP Gain'. When it's on, just make it ALWAYS take out the max amount of XP you can get, so no matter what you do, it'll check for that item, and take away whatever was gained during your battles.
Also maybe take away the thing that tells how much xp is gained in battle, so it doesn't confuse anyone.

I don't think those are things you can actually do in 2K3 without making a custom XP system?
It is.
From what I recall, you can assign items to characters, and if it finds it, all it does, is it stops subtracting that mass amount(s) of Experience to the specific character. Thus making it gain the regular experience back per battle. Then it'd make it impossible for it to level up. Mainly because if it goes back to 0 XP after each battle, how can it gain what is needed to get even that first level?

1. you download an engine : rpgmakerXp or rpgmakerVX or rpgmaker2003 etc. (look under engine), the easiest, I'd say is the last one.
2. Learn how it works : study it, look at the tutorials, the help file, until you can map, event decently.
3. Think up a story or idea of some kind and then
GO!

You can't just blink and then you have an indie-phenomena spawn on your screen. You also cannot class something as "Make a game". It's called Game Development. You "develop" from experience. My advice is, play other peoples' games, trail and error yourself. Read tutorials and learn the basics.
