HOW DOES THIS FUTURISTIC SETTING SOUND?

I don't think I'll be starting anything soon, but I have a basic premise and setting for what I'd like to use for a project. This is sort of like a rough draft since it's all in point form. I'd just like to know, what do you folks think? I have some character and story ideas in mind, but none of those are a part of what I have here.
1. Humans live underground due to the surface world becoming too polluted.
2. Despite the human race trying to start fresh all over again, qualities such as greed, power, and ruthlessness determine success in life. Those who do not trample over others to get ahead are often left behind in poverty-striken slums.
3. Medical research has become so advanced that immortality is now attainable due to transplants being possible for any part of the body at all, and rejections have become a thing of the past.
4. To avoid the cluttering of garbage or increase in pollution, all human waste (garbage and sewage) is shot to the sun in a very low cost rocket at the start of every month.
5. Electricity is now generated from thermal energy harnessed from the core of the planet. Solar power is also used extensively. Before going underground, the human race set up a vast and complex system of solar panels across the globe, gathering sunlight at all hours of the day and sending it underground.
6. Crime in the slums is almost out of control, but those who live comfortably and outside of the slums ignore the problems of the poor almost entirely. Those in control have adopted a sort of survival of the fittest mantra. They believe that if you can't survive in the slums, then that's just basically too bad for you! If anyone dies in the slums, it is viewed as population control (due to the human race no longer wishing to have such a large global population). However, if deaths occur outside of the slums, it is investigated very thoroughly and anyone found to be guilty of orchestrating a murder will then be murdered themselves.
7. The governments are now all dictatorships, as it is believed that this is the best way to govern the new underground civilization. Warfare between underground nations never really occurs due to some nations being completely cut off from others. All nation basically leave each other alone and they are expected to fend for themselves.
8. There are only five pre-underground nations still in existence. They are Australia, Canada, China, Japan, and Russia (which absorbed Scandinavia, Ukraine, and the United Kingdom). Many nations did not last after transitioning to the underground for various reasons (finances, rebel uprisings, etc.) while others, such as the United States, decided that they didn't need to tough it out underground and stayed above ground.
9. On the subject of nations that stayed above ground, none of them would prosper. The only nations that still go by their original names and are above ground are Alaska (broken off from USA due to inability to travel there safely anymore), Brazil, France, Germany, Greece, India, Italy, Mongolia, Spain, and the United States. All of these nations have broken down and are entirely self-governed now. Some are horrific places to live filled with anarchy and cannibalism while others simply tough out the conditions, surviving off of an endless supply of illegal substances, prostitution, and more. The average lifespan above ground is now between 30 and 50, though many people of all ages become terminally ill and die quickly. The population of the surface is in rapid decline.
10. Of the underground nations, Australia and China are the less desirable of the five to live in. The others are all considered quite well off for various reasons. Canadians are the healthiest of the underground dwellers due to having an impressively advanced water filtration system that draws from their massive reserves, and they are reluctant to share any information or secrets regarding their water systems with other nations. Japan on the other hand is the most technologically advanced and harnesses the most electricity (often at half the cost and effort required by other nations). Russia is well off simply because they have immense manpower that is able to guarantee that all of their zones are well administered and maintained.
11. Highly advanced security systems and expertly trained soldiers both protect the underground from the surface dwellers who try to free themselves of the horrors of living above ground. No known intruders from the surface have ever made it into the underground.
Just sniffing around to see if you guys think it sounds decent or not. Points 1, 2, 3, 4, 5, 6, 7, and 11 are all set in stone. For points 8, 9, and 10 I'm a bit on the fence about. About point 3, you might need to be careful when trying to explain the transplants scientifically. I didn't chose biology and don't have any subjects related to that field, but I know some people who are going to search and try to 'defy' your 'logic'. I for once don't care though.

Alright so I am a setting-whore. I love settings but this also means I love to nitpick settings so I have a bunch of questions!
How polluted is the world exactly? I'm just thinking solar panels would get pretty unusable without constant maintenance, especially if the air is filled with smog particles and whatnot. I guess that even the underworld countries have their above-ground working class guys. (probably a shit job!)
What is the population? Underground dwellers and pollution would suggest most of the population is concentrated on a number of central cities. And speaking of them countries what's the infrastructure, giant underground railways connecting cities? Or maybe above-ground railways work as well. Tunnel networks? What does this mean for communications between cities within a country? I would almost assume each colony would be fairly self-regulating, maybe even information is controlled so that the top tiers of any colony can communicate with each other but what passes down to "the masses" is heavily controlled by the top tier. Increasing isolationism a bit.
What about food? greenhouse crops and mushrooms I suppose?
And the rocket. It goes hand in hand with population. If the population is low I guess it makes sense to send up a rocket, but if not... A month's waste in one rocket? that's one bigass rocket!
Since there are cheap rockets, maybe there are manned orbital stations too. It could be an interesting dynamic between space-dwellers, ground-dwellers, and underground-dwellers.
What do the underground cities look like? Is it a usual kind of tiered system where the closer to the surface you are the worse you are off and the rich people live in the deepest undergrounds? Is there culturally any significance in for example artificial tanning or similar. Showing pale undergrounders as lower-class while the rich people have the weirdest UV-tans.
For some reason I get this feel like there are those upper-class locations that are basically holograms of an idealized earth that they live in. An illusion that only ever gets broken when there's some bit of power outage and the window view turns into cold hard rock :)
I rather like underground-dwelling generally. A postapocalyptic underground society and all kinda of problems it might encounter in tunnel collapse and air recycling and all that good stuff. Not to mention communications between cities. I mean if you're having countries like Australia, China, Canada and Russia more or less intact (with Russia even expanding). There have to be some pretty sophisticated communication networks to keep that running from underground. (though I suppose they just dug down a lot of optical fiber cables...)

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

Sufficiently advanced robots could maintain the solar panels (and each-other) but then your game has advanced robots in it. They don't have to be sentient but they have to be pretty mobile and dextrous, they have to be widespread, and they have to be capable of a pretty good amount of independent action without being directly controlled. Which means they will have combat use. Maybe that's not something you want in your game.
I really like this, though some descriptions of the slums definitely come out as "MIDGAR".

If people are living underground, I'd think there would be more parallels to Breath of Fire Dragon Quarter than Final Fantasy VII. But that's just me. Most people might think "slums= Midgar" and be naive like that.

I never got into that game as much as some folk, don't even really think about it when thinking of my favorite games or great games in general.

Well, your solar panels make no sense. Since the world is polluted to extreme levels, sunlight won't be able to pierce through the pollution and solar panels can't exist. If sunlight can't pierce through, plants can't exist. If plants can't exists, humans can't exist. You might want to change the word pollution to something like poisonous air. For example, you could say there was a large outbreak of carbon monoxide
