How can I make them? I'm pretty new to in-depth rpg maker...
What do you mean "FF6 Relics"? As in, weapons, or accessories? I'm not sincerely familiar with FF6.

Relics are basically accessories with special abilities. Sprint Shoes, for example, make the on-screen character move quicker. Cherub Down causes auto-Float, Regen Ring causes auto-Regenerate, Wall Ring causes auto-Reflect. Stuff like that.

I don't recall if there is a way to automatically cause a status in 2K3. That doesn't mean that there isn't a way to do it, though.
Sure is, through common events and parallel processes. It's not too difficult. There's also tons of tutorials out there. Try googling it up.

Dunno if I'm late, but it is possible to give the wearer of the item a status effect like Haste or whatever you want. The above picture explains how (bottom right corner specifically)

Also, try experimenting around with the Condimental Branch event.

You can also assign a variable value to the character's currently equipped accessory ID and do something with that too.
