Hmmmm... I don't think a template will help much since everyone would not want to go the same way. However if you make a template, frrl free to post it here for others.
Maybe not a template, but guidelines?
There is a lot of freedom, but I don't want it to be that someone loses points because they didn't elaborate enough because they didn't know what was expected of them.

Okay. I'll try to make some. For starters, it needs to answer certain things:
Who - Characters (that's pretty easy)
What - What is the problem being solved, who is the "good guy(s)" and who is the "bad guy(s)"
Where/When - Time period, place, etc.
Why - What is the cause of the problem, Why are these specific people dealing with the problem, etc.

I'm already writing a book/story, so why not put that into this competition ala summary style. Does that count?

Hoepfully we can iron out all the "WTF do I do"s in this event so that future writing competitions won't be so full of confusion.
I'll join this. Though, I might be going to Hawaii in a week, so who knows if I'll even have the energy...
This should be very interesting, though actually I'm more used to writing short stories than general outlines.

Whatever. I have some ideas as to how I'm going to go about this. I'm not sure if it's going to be what Blobofgoo is looking for, but it will be something!

I should be able to squat something out, for better or for worse, as long as the theme isn't overly constrictive.

Well I’m in, I could always use the practice. Weather I actually manage to do anything is another question.
