Step One:
Open a new project in your maker of choice.
Step Two:
Stare at blank canvas and wonder why the heck you started a new project.
Step Three:
Close maker.
Day Two:
Reopen maker. Bored, so you map a town. Hum de dum. Close maker for youtube and imgur time.
Day Three:
Pop open maker and make a character talk to the king scene, where the hero gets a quest. Yawn, and go to bed.
Step Four:
Wake up in the middle of the night, and begin crafting your world map, as well as the next dungeon.

I'll add a few steps:
1. Misspell everything. People are tired of seeing games with fine writing and perfect grammar. Therefore, they will be most definitely surprised and awed by your game if you make it harder to read.
2. Randomize the placement of your maps. In most games out nowadays, people make it too easy to figure out where you are gonna walk. So make it really hard, and your consumers will love you for challenging them.
And finally.
3. Make battle values at max for everything and give everyone everything. It'll make everything so much easier for your players to know that to fight, they have all the tools of destruction at their disposal and will win all battles with the same strategy without that unnecessary leveling up system.
Do this, and your game will have a 100% chance* of being the best game ever.
*This game might actually suck if you really do make it.
