ALL SKILLS I CREATE ALWAYS MISS; ANY IDEA WHY?

Alright, to be brief: I just got into this whole rpg maker thing a number of days ago, and I'm loving it. My only issue so far is that whenever I make skills, namely make the skills array larger and custom make a skill, the skills always miss when I test them in battle. Some skills have custom animations, others from the built in RTP. Also, they do in fact have a 100% success rate.

Interestingly, some built-in skills seem to do the same (i.e. ice 3), but some do not (i.e. gale 3). I haven't really screwed with the default hero stats or monster stats very much, so I'm not sure if that is my issue. Mostly, I'm just trying to see if there is some common issue surrounding this that simply isn't well-documented in the tutorials I've found around the web.

EDIT: As the first reply was kind enough to point out, I forgot to mention that I'm using rm2k3. Hopefully that might help.

You're going to need to mention which Maker you're using before anyone can help you.

Very sleep deprived as I type this, so bare with me...

Check the Attribute used for the skill against the Resistances for the target.

If a hero or monster has A type resistance to the Sword Attribute, it might mean they take 150% damage. If they have E, it could be set to 0%.

If the character completely resists the skill, it will not hit them.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

What do you have the skill's power set to? Did you check the box to make it damage HP? If the skill does zero damage, the game will tell you it missed.

If you can't figure it out, take a screenshot of the skill's details. You can upload the screenshot to your locker and post it here. If you don't know how to take a screenshot, just press the Prt Scrn button on your keyboard, and then go into Windows Paint and hit paste.
So, thanks to the both of you. It is insanely embarrassing to me that I have tried for such a long time to figure out what in the world was wrong here, only to have it be so glaringly stupid and obvious. I in fact had not checked any decrease boxes. Let me explain why though. In my mind, that section was for status effects (i.e. weak), so "decrease hp" meant "lower max hp", not "subtract hp".
Everyone gather round, as I enact a massive facepalm! *facepalm*
Anyway, thanks for not responding to me like I'm some sort of an inept fool. I may be inept, but I'd like to think I'm not quite a fool :)
Now I can truly delve into this tool and make a game, or something similar at least! Thanks for the help, guys :)

I used to make my own skills in my first 2K3 game because I was not considering a medieval game.
