CloseI have a problem.
A couple white kids who think they live in "da hood" moved next door recently. They don't seem to have jobs. They spend the entirety of their time "working" on a crappy little compact car that has a huge stereo system. They play this system almost non-stop, at maximum volume. They park in the middle of the parking lot too, blocking the path of traffic, and when someone tries to get them to move, they are extremely violent and aggressive, literally threatening to 'shoot' those who complain.
Aside from the obvious police/apartment management (which never works) what the hell should I do?

I was going to suggest just telling them, but if they're threatening to shoot everyone who complains, I'd definitely call the apartment management AND the police.

Why doesn't the police/apartment management work? I would just keep pestering the police/manager until they were annoyed. Squeaky wheel and all that...
(if annoyed enough, I would resort to something petty - like blaring Weird Al from my balcony.)

If that happened to me I would basically beat the shit out of them, but since they are threatening people with guns(Do they actually HAVE guns on them) I don't know report them I guess, or try pissing them off with some anti ghetto music full blasting and see what happens.. unless they ACTUALLY have guns on them..

I wish I could slash tires, but they have a garage. I was thinking about sneaking a stink bomb under the small open crack under the garage doors.

Man I used to have that same problem, except it was a bunch of Hispanics next door in my apartment and they played Reggaeton all day.
That stink bomb idea is stupid, it won't solve anything. Just call the management. It will work as long as you and the other neighbors complain about it.

Continue to pester management and the police... eventually they will get tired of you calling and do something. It also leaves a paper trail if they actually do get violent later on.
Whenever I had an issue like this in New Jersey, I would drown out their music with The Touch from the Transformers: The Movie soundtrack, and if I had company over at the time we were sure to move outside and lounge in front of their apartment.

I suggest you call their bluff and threaten them with a gun.
Also, when you live in an apartment it's always something. Drunk neighbors who beat their girlfriends, college girls who party all night, ghetto kids who blare music all the time, or some lonely guy with a dog who barks all day. Peace and quiet is why you either 1. Pay higher rent in a nicer building or 2. Buy your own house in the suburbs.
I sleep with earplugs in.

Drunk neighbors who beat their girlfriends, college girls who party all night, ghetto kids who blare music all the time, or some lonely guy with a dog who barks all day. Well, I personally like the idea of blaring really crappy music outside on your balcony to get back at them. Unfortunately this will just lead to you playing rap out of the window. Lol, I'm just kidding.
If you are going to play music to get back at them, can I suggest these songs: Bicycle Race, Anything by that little French kid Jordy, Hand in My Pocket, I don't wanna miss a thing, Can' get enough of you baby, Achy Breaky Heart, Cotton-Eye Joe.
While s a couple of these songs are ok at times, hearing them OVER AND OVER could drive a man insane. Aside from these things, if they don't know who you are, or that you have a problem with them, get a paintball gun, and while they are working, shoot their car a few times, then hide REALLY quick. This could be funj :).
Aside from paint balls, you could throw an assortment of things down at it. You could also buy a fake gun, and a real holster, then approach them and talk to them. That way, they shouldn't threaten you with a gun considering you are armed with one (or so they think.).

No offence but i find our police systems completely useless. I have had many problems with these things with people playing in there bands till the early hours of the morning plus drinking and screaming etc and i've told the police certain times and they all say the same thing. "We will check it out now" or "Go speak with them and ask politely". Of course this never works and when they say there gonna come they don't.
My suggestion would be to start up a petition around the neighbourhood (except them) and get a fair few signitures to boot them out.
