Yea, I've been waiting for somekind of a maker for mobile platforms too. rm2k3/XP/VX on my phone would be a dream-come-true. I'd still like to make games for PC though, just while in a bus.
I seriously expect Android to receive things like this first. WP is rather uncommon, and the Apple rules are generally unfavorable for most game engines. They essentially ban any program that makes use of its own language/scripting engine.
I'm not even considering releasing TurboSphere for any mobile platforms except Android, just for those reasons.

It's not a matter of rules with WP. It's simply a matter of market share. It makes much more sense to shoot for iOS or Android. I really don't expect WP to improve, either. It will, at best, be succeeded by Windows RT, I imagine.

Like everyone else, I can hardly imagine anyone developing something like this exclusively for Windows Phone.
But there are some cross-platform game development frameworks, and I'd be surprised if anyone making an RPG maker nowadays isn't seriously considering one of those. Mobile is a very logical step.
(For example, my current project uses libgdx, for desktops/HTML5/Android/maybe someday iOS.)

I'd love to see this too. Also have a WP, and certainly not going back to Android anytime soon.
