If you're using any of the RPG Maker engines, this is usually done somewhere in the Database Editor. I can't be more specific than this without knowing which engine it is you are using, if any.
To add a character, again, this varies depending on what engine you're using. I think the event command in XP, VX, or VX Ace is "Change Party Member", but I could be proven wrong.

LockeZ
I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.

On the System tab of the database you can control which characters are in the starting party. I think this is true in all versions of RPG Maker. But for future questions please let us know whether you're using RPG Maker 2003, XP, VX, or VX Ace.
