2. What engine? I think there is a default command for Follow Hero in most RPG makers, but for other engines I have no idea.

I would play a horror game where every ending is a variant on Silent Hill 2's dog ending. I'll welcome you on the condition that you promise me you can make that happen.

I would recommend playing a few indie horrors to get a feel as to how to create a great horror game. There quite a few good ones for Rpg Maker.
What kind of scary are you going for? Are you thinking of bone numbing terrifying (Such as The Here and Now of Yesterday.) or are you going for a story within a scary setting? (Such as Ib.)

Knowing the engine would help alot. But more than likely it's rpgmaker, but is it 2k/3, XP, or VX?
2k/3 has a lot of free materials perfect for horror games, the other engines I'm not too sure about you'll be able to find them easy.
