Yes.
You can use a picture as fog or use one of the many fog scripts out there. Use Tint Screen command in an event to change the colour/darkness of the screen and/or use it in conjunction with pictures/lighting scripts if you want lighting and such.

Look for a little something called 'Tint Screen'. And fogs require scripts, I think.

To make it darker, you can do what I do.
Ignore everything in the events section and just use
the shade tool to shade the entire screen in.
If you want to have time in your game where it gets
lighter and darker by itself there are some pretty simple
scripts out there that do this too.
