That's the one. You would definitely need to implement something similar to that for the Wolfenstein RPG idea.

In part perhaps, I was thinking a mix like Phantasy Star. I think rooms should always be top-down, but corridors connecting them in first person (if I go for first person... it still seems quite buggy).

May I suggest you look at The Drop for an implementation of the top-down perspective
The first person view is definitely more complicated to implement, since you have to think how things look from 4 faces at least and have to adjust the perspective viewed according to movement, not to mention taking into account what the enemy is able to see as well.
Whoever made Breach: Awakening deserves untold praise and adulation; such an excellent execution of an amazing idea - the stuff of genius.
I've never made something like that, but it's not too difficult to visualize how to make it. My suggestion is to make a sample top-down map and place the player somewhere, facing whatever direction you choose. Then, make a first person scene that matches the player's perspective. Isolate and identify what portions of the first-person perspective correspond with the top-down view (i.e. this section of the first person view has a wall, which corresponds with the wall two tiles ahead of the player on the top-down map). After identifying all of the elements in the first-person view and their corresponding map data in the top-down view, setup a sequence of events that that looks at those map coordinates on the top-down view, and then selects and displays the appropriate images to form a first-person composite. The first-person composite image would fit together sort of like a puzzle, with its pieces being derived from the top-down map. Does that make sense? I should've made visual aids or something.
Edit: Also, I don't like the idea of having two different perspectives for rooms and corridors.

Well anyway, if you really wanna make some FPS featured games, you might have to increase more processor memories for loading image per second xD
And if you're really have much time to do, try to do 30 image per second (30 fps) :P
that will be an awesome FPS ever made from RM2KX series xD
But if you're gonna design game system just as Breach or something, It's just simply adding picture as a background, and make all of the trigger invisible, then make yourself (your current sprite cursor) as a pointer (Just like Silent Hill series from Java mobile phones) with a good storyline, that will be awesome :3
