You might be missing the run-time package (RTP), a bunch of shared resources to make some games work. I don't know where you can find a download of it though, but I'm sure someone else might be able to help.
The place to download RTPs for XP, VX, and VX Ace.

Just a reminder that posting links to where people can download RPG Maker 2k(3) and their RTPs is piracy and not allowed here. Well, the Japanese 2k(3) RTP is allowed but that's about it.
Not to say with google you can't find it immediately.
Btw, might you be using Windows 8? Because I hear it sucks.

If the RTP was missing, it would most likely give an error message about missing files. This sounds like something different. Try right clicking and choosing Run as Administrator. You can right click and go into Properties, and try different compatibility settings.
Windows 8 doesn't suck. But I guess you only hear about something when a person has a problem. I have it and I can't recall many things that don't work for me. Including every game I've downloaded from RMN recently.

I hope that wasn't directed at me because that link was for
RPG Maker XP, VX, and VX Ace. To my knowledge those RTP programs
are free and available to any who want to download them.
I actually didn't know that it was illegal to download RPG
Maker 2003. Haven't been around long enough. But if that's true,
then how do so many people have copies of it on this website????
KT, you're OK. The link you provided is to the official Enterbrain site. The thing about RM2K/3 was that they were never officially released in an English version but were translated by Don Miguel/RPG Maker Advocate from Japanese. So you can guess what that means regarding your question ...
Where people get RPG Maker generally isn't any of our business. If people want to get RPG Maker we'll point them to where you can buy it. Links to any piracy such as sites to download RPG Maker 2k(3) from is not allowed.

Not sure if this helps but..... :)
When I started downloading games and I tried to open them the same thing happened to me...
I finally realized when something flashed and nothing else happened, it a rar. download.
I had to unzip it then go to the new location and work to open it there.
Not sure if I explained it right :(
When downloading the game look at the downloading item. If it says rar. then click on it and tell it to "show in download" when it's done, right click and unzip it, then go to the new unzipped file and open it.
If some one else can say it more clear...please do so :)

When you download a file it's usually a compressed file. Those files can be .zip or .rar and need to be unpacked before playing. Sometimes when you doubleclick on the file it will show you what's inside, but it hasn't unpacked the files yet.
If it's .zip, newer versions of Windows can handle it. You need to right click on the .zip and Extract Files. If it's .rar, then you can download WinRar and unpack the files that way.

Can Windows 8 legitimately use 2k3? Because that's pretty much what I can afford, and if it can't, it automatically sucks.
Yes, my Windows 8 laptop has been working with 2k3. The games and the editor. I didn't have to do anything special or solve any problems. It just worked out of the box with a new laptop.
But it's possible that the graphics card plays a part, or some other part, because some people say they can't get 2k3 to work. Windows 8 alone is not the problem. So I can't say that you will be able to run it 100%, but Windows 8 doesn't automatically suck. There's a small chance it will suck.

It might be that it works only on the XP view mode, and not on the Apps screen (which is what people downloading it for the first time, with no understanding of how it works, might try).
The normal Windows XP view mode is an App. Desktop App. If you launch a normal App, it loads fullscreen like Netflix or Skype. If you try and run 2k3, installed PC games, or open a text file(they do show in the App Select screen), it loads them with the Desktop app. So they wouldn't have a problem running from the App Select screen.
The only extra thing I have installed is Classic Start Menu. It's an add-on to the Desktop App that brings back all the normal Windows functionality that MS took away. I don't think that has any effect on performance or compatibility, though. But if you get Windows 8, get that add-on.
So my PC functions exactly the same an XP, plus it has the App functionality on the side. Which is actually pretty neat in certain situations.
