Depends on the type of game. Some WRPGs offer it because the whole playstyle is more open ended and a much smaller part of the resources go into developing things like cutscenes, since they generally all play out in the game engine.

In visual novels, it's basic fare of the medium, but naturally they're also the product of a lot fewer man-hours.

You see, that's what I like. It has the feel of the paper and dice AD & D games. In the type of game you're describing, the player actually feels like he's in control of the game. It's not a set path laid out by the program, but a flexible DM that has to adapt with the player if he or she somehow manages to turn off the DM's course (and this, of course is the DM's choice, as he can choose to steer the player back on course, or decide that the unexpected side route is more interesting; thus more exercise for the imagination of both player and Dungeon Master.).
I generally like core linear plots over open ended or branvhing plots, though I can stand multiple endings if the concept is done in a very subtle way where your decisions seem meaniningful, still if there is a sequel, I might find it lame even with all that... I am crazy for consistency and I love it when everything in a chronology makes 120% sense, no loose ends or doubts left etc.
