I have already made a few games on rpgmaker and have experienced more or less of everything in it but scripting.
To what degree? You can be making simple games with it in under an hour. It's very newbie friendly. However, once you uncover it's real potential, it's like a whole new world. I've been working with it for over 4 years now, and I still discover new capabilities on a daily basis. I'm convinced you could go a lifetime without truly mastering it. But you'd make some really neat stuff along the way.
But long story short (which is probably what you wanted in the first place), you can probably become decently competent with it in a couple days.

It takes about 2-3 months to completely get the hang of the basic stuff, and probably about 1-2 years to become a pro. This depends on how much time you have and how motivated you are, of course. :P

also, Game Maker seems much steeper than RPG Maker at first, but from the starting line it's really just a matter of getting used to how a game is really structured and getting your feet wet with the scripting language. back when I gave GM7 a shot, I had built a very basic but mechanically sound platformer within the week. it definitely gives you a lot less direction than RM, but the tradeoff there is massive versatility.
