A friend of mine is having trouble playing Pokèmon XY through an internet connection. He can't access eshop to update his game, so he can't use all the features he want. He tried to enter in touch with the nintendo webform, but they repplied the basics, didn't even saw what he said, just gave him a normal answer, and to call them, he has to call a number that is an international call, and it isn't cheap. What should he do? ):

If the problem is with his internet connection and his DS interacting with it, even if he called they wouldn't be able to do much. They would give a line about how they can't support wireless connections, which is true. Most companies don't because there are too many variables and it's a piece of hardware that they didn't create. The router company will even have a hard time with some wireless issues. As convenient as wireless is, it's very undependable.

I don't know anything about 3ds so I don't fully understand the problem based on what you said, but I can suggest some basic troubleshooting. These kinds of general questions apply to just about anything, so remember them and use them the next time you have any kind of tech issue.

Get these questions answered as detailed as possible:
What exactly is the problem? What happens during setting up the wireless connection in the settings, right up to any error messages or delayed behavior when connecting.
Has he been able to connect to it before on that connection? Either that game or another game.
What about someone else who tries his connection, same issue?
What if he goes to someone else's connection, does the same thing happen? (exactly the same, if it's even slightly different it's important to take note of that)

Simple things like this help isolate the problem. If there is no issue on someone else's connection, then it's his connection that is the problem. If the same thing happens no matter where he goes, then it's either his hardware or an internal account problem. If nobody in the country can access it, oh my... but If other people are able to do everything online, then find out what is different with your friends stuff.

I know that with the DS, there were certain encryption types that weren't compatible with DS wireless connection. I had to change that in the router settings to connect, I think it was for Pokemon White. Since you're on 3ds I'm not sure how that works with wireless connections. Try dropping encryption all together to see if that works, just as a test. You'll likely want some form of encryption on it, try different ones to see if anything changes.

Search online, not just on the official forums, but anywhere that talks about problems with wireless connections on any game or any piece of DS hardware. Even if it's for a different system, you might learn some small piece of info that helps lead to the answer.
your problem is easy to fix
since your friend cannot connect to the e-shop the problem may be the faulty 3DS updates.

Turn off the 3DS
And Press and hold the following buttons:
L R Up A (Left Shoulder Button, Right Shoulder Button, Up on the D-pad, and A) while powering it on

and it will force your 3ds to update to fix the problem.

I has this problem too, actually. I think the problem is that there's too much traffic on Nintendo related things because of the holidays and that caused all sorts of problems. The only thing you can do is wait for Nintendo to sort it out or just keep on trying to connect to e-shop. Early this morning I finally managed to connect to the e-shop and download the Pokemon X update, but when I checked later to look at something it wasn't working again. So really all you can do is wait, I guess.
I'll try to tell my buddy to do what jomarcenter said! That sounds like a nice idea~~

That's awkward.
I had a similar problem. His wireless router needs to be on WEP-Shared if it's not. I'm pretty sure that was the only kind of connection my 3DS used, which is fairly suckish.
