I need help picking out a 3d game maker, preferably one that has many functions built in similar to rpg maker. I want to create a 3d world with 2d sprites, so what would be best for this?
Depending with what do you mean with 3D, this can be done with FPLE (a script for RMXP, similar to dungeon crawlers), lavy meta engine (for RMVXA, isometric worlds with 2D sprites), or several other scripts if you look right. But if you're looking for something more complex, I personally can't help you.

I would think that a 3d engine requires something beyond the cookie cutter commands a la RPGmaker. I would be interested to see if one exists, but my guess is that it doesn't. Unity is probably the closest answer. There are probably many tutorials out there that you can pull from to setup the world and then you would just learn(or copy from tutorials) some of the basic commands to create events and maps. I think you can even get a free version of Unity.
I want a 3d landscape with depth, but 2d sprites as the characters if that makes sense. I thought there was a 3d game engine that was similar to rpg maker, but for 3d and less built in functions. Also RMVXA can make 3d maps???
Game Maker is capable of doing 3D, as well as using 2D sprites for it, too. I'm not sure if anyone has written any tutorials regarding that, though - The last 3D game with 2D sprites I'd seen was a Doom remake, made in Game Maker 6. Game Maker 8.1 is capable of some fairly decent 3D, but it's still primarily 2D without a good deal of scripting, so I'm sure you could get something like that working.
The one issue is that the Lite edition, as with the previous Lite and/or demo versions, doesn't allow you to use all the functions you'll need for 3D without purchasing it first.

With the proper scripts, yes it can.
Try looking for layy meta engine on google. or GTBS. (wich has it built in since version 2.1)

Without any research whatsoever, I would say Unity. It is a 3D game making platform, free, with a recently added 2D module. It is probably the best place to start your research.
