Should I re-download it or is there a way I can fix it? Thanks.
You need to have the chipsets linked to their spots in the database.
Go to the Database. Check the Tileset/Chipset tab. Each type on the left side should have a chipset linked to it.
This issue occurs a lot if you don't have the RTP installed or if you rename/delete a chipset from the chipset folder. To fix just put the relevant chipset in the chipset folder. If it doesn't show up, then relink them in the Tile/Chipset tab.

Ah, thank you very much. Since I'm only just starting though, what do you mean by Database?
The database is the area where you edit your characters, battles, monsters, chipsets, game sounds and other bits and bobs. I'll give you a quick run-down on what does what in the default page. From there I recommend you explore and mess around with things in a side project to see how they work before you start making your own game. Also, looking into eventing tutorials is a good idea.

I'll go from left to right, top to bottom.

Light Green:-
The first symbol allows you to create a new project. Easy enough.
The second allows you to open an existing project and load it.
The third lets you close the current project. You have to close a project before starting a new one or opening another in its place.

Dark blue:-
This is to compress your project. It doesn't really work too well in 2k3 or 2k, so it's not recommended to use it. Ideally it would grab all the files you've used in the project and compress the whole thing into an easy-to-install file but in reality it just takes what's in your folders and compresses that. This means that unless you manually add a file to the folders it will crash the game when someone without those files (usually the RTP) tries to play.

Orange:-
Save game. Nuff said.
Revert changes. This is basically the 'I stuffed that up, let me go back a step' button, however it will not work if you saved before pressing it, so if you made a mistake, saved, then try to use this button, it will not work. Any other time it will go back a step.

Pink:-
These are your layers for chipsets.
The first is the bottom layer. Anything mapped out on this layer will go underneath anything on the second or third layer (third layer depends...). This layer is usually for things like ground tiles, house walls/roofs and water.
The second layer is the object layer. Anything on this layer will overlay whatever the bottom layer is. For example, a grass tile on the bottom layer, a tree tile on the top - the tree will look like it's on the grass.
The third layer is the event layer. To create events just double-click on the map while this layer is active. You will then be taken to the event screen and be able to create events like NPCs, Inns, Shops, doors and the like. This can also be used as another mapping layer, using tiles from the chipset. When using it like this you can choose to set it at three 'heights'.
Below hero, Same as Hero or Above hero. Below hero is for things like walk-on events where you want something to happen when the hero steps on the event - say, like a pressure plate that triggers a door opening. Same as Hero will make it so the hero cannot walk on the event. This is the default set for any object you place and is great for NPCs and the like. The last one, above hero, is for if you're trying to set an event above the hero - say a bridge that later switches to below hero when he goes across, but later can walk under.

Red:-
These will zoom in or out the map at varying amounts. The default is the first, but you can use any of them.

Cyan:-
The first is the Database. This will allow you to edit all kinds of things for your game. Hero stats, names, graphics; monster stats, attacks, groups; weapons, items, armour; Tilesets, sound effects and many more pieces.
The second is the Import feature. If you have a graphic or sound that you want to add to the game you can use this to import it to the correct folders without having to go through manually copy/pasting. It also allows you to set the colour for transparency (in the above picture, pink. Due to that, anything put on the map from the left area will not have pink around it, making that an invisible colour).
The next is the BGM player, where you can play music in-engine while you work. This can help you capture the feel of a map if you have a certain song already picked for it.
Last is the Search feature. It allows you to look for switches, variables and events. You can give events names to make them easier to find and this will tell you what maps they're on.

Green:-
Play Test button. Let's you test your game. Some features of play test include being able to call up switches/variables by pressing F9 while playing, holding shift to skip through text and holding CTRL to move through solid pieces of the map. Also, if you get a weird bug that won't allow you to cancel for some reason, just press the HOME button on your keyboard. Dunno why it does it, but it happens and that fixes it.

Purple:-
Toggle fullscreen for during play test.
The second allows you to skip the title screen and head straight to the New Game/Continue/End box.
The last is for the help file, but you'll probably need to find and download that since it usually isn't in the 2k3 version.

Orange Circle - Back for just mapping. It won't affect events, but does allow you to go back one step when mapping in case you make a mistake. CTRL-Z also works.

Light Blue:-
The first allows you to click and drag any size on the map canvas, selecting just that amount. Both layers are selected as well.
The second allows you to see both layers merged. As you can see in the above picture, the chests are a bit brighter. That's because I'm currently on the second layer, thus the bottom layer is dimmed a little. This button gets rid of that dimming.
The third is the pencil tool. It lets you place one block at a time. Right-clicking on a tile will allow you to paste it by left-clicking - basically making that tile the one you're placing.
The next is the rectangle tool.
After that is the circle tool. It's best to explore those by yourself, really.
The last is the bucket tool - useful for filling large areas with the same tile.

Anyway, I hope that helps a bit.

Incredible, I really appreciate this. Thank you very much.
One last question though, does RTP go with the download or is it seperate?
The RTP is a seperate download (should be an archive file of some kind) containing all the standard graphics and sounds etc for RM.

You should be able to find it around somewhere with a little searching >_>
Legally we don't allow links on the site to downloads of any pirated programs (so I've edited out the one in your post) but doing a quick search for RPG Maker 2003 RTP download, should net you a result.

Oh, I'm sorry. I thought that website was the official site.
That's okay, just don't do it again. ^.^

And wow! Your post bugged out something fierce~ I fixed it, though, so no worries there~
Thank you, really. It's good to count on a fellow australian~.
I'm wondering how this issue was resolved? I have the same problem, but I'm not sure what Liberty meant by putting the relevant chipset in the chipset folder. I have the RTP installed but it still doesn't work :(

Are that you're trying to use the RTP of TsuK3 with 2K3, or visa-versa? I'm not saying they're incompatible. They are the exact same files, as far as I know. They sometimes have different names, though. Which might be why your screen is coming up black?

I feel like lookinging through the resource editor to see what's there might be in order either way.

This issue is caused by this series of things happening:
RM2k3 has a database, which establishes tilesets/chipsets. These entries in the database determine which tiles can be walked over, or what their terrain ID is.

The tilesets in the database contain no actual graphical information, but they do LOOK for graphical information that should be on your hard drive.

If you don't have the graphical information they're looking for, you get a black screen.

Check the database and see what file name the tileset is trying to load. Then go to the import manager and make sure there is a file with that exact name imported into the project folder (if it is appended with an <RTP> tag, it is installed in a common directory, not the game folder). If you're missing a file, trying importing one with the exact name to the correct folder of your project.

If I recall correctly, there are instances where the RTP refuses to load correctly. This happens as a result of protected folders, read-only folders, hidden folders and other internal Windows tags. All of them can cause wonky behaviour. The best solution is to reimport the file into your project, even if it says it's already there in the RTP. See if that fixes it.
I see,

Sometimes is not just RTP... And hidden folders not effect program, only player not seen them ( One DragonballZ rpg game working 100% even all files hidden... )
Hmm... well... even them seen program, even them hidden... :/ ...
Anyway, are anyone at one Ofical 2k3 version, is RTP automical it with it? At not real version is with...
