So I was browsing the play store the other day for mobile games and I noticed some of them used RTP/Commercial graphics that have been recolored and/or slightly edited. The games were free to download with the option to buy the full game later, so maybe that's why it's legal, but I was still shocked to see this.
RTP is fine to be sold as commercial, though I can't say for sure about edits/recolors.
The RTP wasn't used in RPG Maker though(I also doubt they were paid for in any way though) and there were commercial game's graphics as well. These games weren't exactly great though and most of them weren't in english.
The RPG Maker RTP is only available to be used in RPG Maker products though. If it's the app store then it isn't a game made in RPG Maker and therefore not licensed to use any RM RTP. Enterbrain should report these apps as using illegal content and have them taken down. Editing the RTP doesn't mean you can legally ignore the IP of what you edited, it just makes it harder for the IP holder to claim that somebody stole their IP.

If you notice a game not made in RPG Maker that uses any of the RTP - whether it's edited or not - please do report it to the official site (rpgmakerweb.net). They need to know about such games before they can take them down - and yes, unless the creator has specifically received permission from Enterbrain themselves, they cannot use said resources in anything other than RPG Maker or IGM.
I believe that if you purchased the rpg maker program you can edit the graphics in that program and sell the game (But you can't sell the graphics unless they are totally original.)

I was just browsing the games, but I am sure you can find one of them if you search rpg in the play store. The games aren't made up of 100% RTP, but just some stuff and their usually recolored/edited.
Well, there is for example Doom & Destiny (a really great game!) that uses RPG Maker graphics but the developers didn't use RPG Maker at all, they wrote their own engine on XNA so they can release it on XBLIG. They also released their game on iOS later and in various languages too.
I think if you legally buy RPG Maker you can also use the graphics, but I'm not sure about that. Would it have went through all the checks on XBLIG/iOS if it was illegal? Especially Europe, where the checks are most strict.

Doom and Destiny is RM port and has a license from Enterbrain yeah.
But otherwise no you can't sell it without using RM and if there are found, please report it to us. I used to sweep across the app store but busy times <_<;

App stores don't actually police things like that particularly well. They can't, because most app stores like to trumpet how many apps they have, and the way to get lots of apps is to, among other things, keep approval turnarounds short.
Basically, you're going to have maybe one guy review the app and make sure it ticks a few boxes, and not necessarily someone with any particular video game knowledge. They certainly aren't going to specifically break out reverse image search tools and go looking for possible IP violations.
When you start hearing about jobsworth decisions like "World War II wargames aren't allowed because they depict 'real-world groups' as 'enemies'" (I'll track down a link when I have time, if anyone's interested), you know you're looking at a placebo process.

You also have to keep in mind that enterbrain does sell some of their material for non rpg maker use. It's usually a lot more expensive!
You mean advertising someone's game? Or using advertisement on your website to generate income?
I believe you can do both. In the first case your money is not coming from profits from the game, rather the developer is paying you to do it. The second case... Well RMN does this so I guess it's okay.
