Maybe how buzz is generated needs some additional fine-tweaking? I know that buzz is usually generated by stuff like comments, reviews and such, but perhaps it needs some more additional parameters added to it, especially in regards to a game being stagnant for too long. Too often I’ll see a game that’s been buzzing for a long time but have had no new comments or anything submitted for months but it’s still there, right at the top, like it freakin’ owns the place. That doesn't seem right to me.
Buzzing is also based on page-views which is what keeps POM there, people are still visiting the page to download it from PDP's review all those months ago, as long as that happens it'll stay there. It's funny I always see newly reviewed games pop up on the buzz section for a while as people check out the reviews thereby generating page views (and possibly downloads) and inflating it for a few hours before the buzz deterioration algorithm kicks in and drops it down again.
Rather than a three-category rule, maybe once a game wins a category, every other category it has votes in loses 2-5% of the vote weight. So if Oneshot got GOTY with 51 votes, then Oneshot's Atmosphere had 50 votes, Atmosphere would be counted as having 47.5-49 votes instead. It's a small cut that might not make a difference in the categories the game deserves, but could shuffle them out of the categories they were voted for "just cuz gam good." The weight lightening would accrue, and completely irrelevant categories would suffer deeper cuts, but could still be hypothetically heavy enough to win out.

Exactly that. Which is why I'm not too interested in these votings, although there are a fun thing in themselves.

Actually I like to think that the votes are given on merit first and popularity second, but I've been known to be optimistic against my better judgement at times.

Hehe, well, it is first and foremost, nhubi. But obviously if you only played three games and then nominate the best out of them, you can easily miss a few better ones.
The fact remains that it seemed like the best to a lot of people, and that the game is cherished. I think that's a wonderful thing.

I kept trying to think of a reply to everything but someone would reply before me and cover what I was originally going to say. >_<
Overall. I'm surprised my small year long project made it this far.
The OFF community has only recently started embracing fangames and it was fun to compose the project. It was like writing a playable fanfic in a sense. I think that's the best analogy. A theoretical 'what if' project that I started in 2013 because I was bored and I wanted to make a game where you could play as the judge. I didn't even expect it to get very far on tumblr and I didn't expect to finish it either. So yeah. I'm pretty happy with everything that happened.

Yeah, Buzz needs a tweaking. I built it back BEFORE we had the atomic Pom drop, and before every game ever was a "horror" game. The driveby download numbers are skewing things greatly under the old buzz score ratios, and I have to fix that. I'll rework it.
Also, I like that nominations are open to all members and all year round. I think where it really fell apart this year is the transition from Noms to Votes - I could use a Misao Committee there to tweak the autogenerated nomination list for each category. They could add games that were obviously overlooked (or were too new to get noms), remove games from the Demo list (or other obvious categories like Non-RPG when it's really an RPG), and then discuss the rest of the nominations for appropriateness. (and maybe whittle down each category to 5 entries, but 10 entries for NonRPG and GOTY?).
As for the voting stage, what we need more than anything else is more people voting. I mean, we have around 600 active monthly members, and GOTY wins with 37 votes? What's up with that? Gotta work on that.

What about an I Voted achievement, worth five makerscore, like those stickers you get after voting in real life? Would that attract people and encourage them to vote? Or would that be too much hassle?
That would mean people would only vote even without playing the games just to get the makerscore then.

I'm not really whining about the way it is and I think OneShot and Home deserved appreciation for the ruckus they made if not for anything else. The Misaos are popularity awards after all.
There exist two most hitting problems. The first one are some of the categories as they don't really fit the nature of the contest. If Oscars were people's choice, iPhone would win the best technical innovation every single year. In case of these some regulation in between the rounds can show worthy.
The second problem are too responsible active members of the community. Few played enough games to be objective. I wasn't myself. I voted for Sunken Spire as GOTY, cuz I liked it. It wasn't the best RMN game I played last year, It was the one I had had most fun with (and I have tendencies to write angry comments, why SS didn't won the best characters category as It contained Ezekiel).
Thing is, people complaining in the topic about having not played the games had three weeks to play the games! And yes, that was pointed out to them. They didn't play the fucking games. >.<;
- Maybe during the time of voting there could be a special Front Page spot that cycles through the Nominees? That would draw attention of some sort to actually playing the games. Have it weighted to the games with less downloads/buzz so that they get more attention and have it above Buzzing games so it's the fist thing seen on the page aside the banners/gamespots.
- Lock out voting for those who haven't downloaded the game (tied to their account). If you haven't at least downloaded, why the fuck are you voting?
- Hold a game-play jam just for nominees with a small MS bonus for each constructive comment you add to the games (like the one held late last year) or reviews. That not only drums up some buzz but would give people another reason to play the damn games.
- Have a podcast talking about the games by people who played the games. (I'd be down for that~)
- Give a yearly badge to those who vote with a small MS gain... but each year add a multiplier to it. 3 years in a row of voting means 3x the initial score. After 5 years, a new graphical badge.
- An August body to regulate the proper areas.
- More exposure for the lesser-known games. Maybe allow people who play a game to put that game into a list of potential good games. We can then check the list, removing the names that are well-known and see where the most votes lie and show those off a bit more.
- Just pointing out the less loved games for those who don't know about them. More coverage means more people voting.
(Eh, I wasn't too taken with SS's characters. I did, however, really enjoy Last Word's characters and Antagonist's (Chef Sephiroth! Teeth! not!Cloud! ;^;) or Quest Twilight Prince Prophecy Chronicles (XD) or at least 10 other games with great characters. Hello Mercy from the IGMC, for example.)

This is a pretty neat idea.
Liberty, I'm behind all of those ideas. It may not solve all the issues that have been pointed out but I believe it would alleviate a few of them. I mean the major issue is people actually playing the games, so anything that gets exposure, whether that is by bombarding them with information, or by a small incentive has to help. But the one I like the most is linking to a download. You haven't played the game, you can't vote, and if you haven't downloaded it, how have you played it?
I played it from a link on IGMC or on gamejolt or on rmw or i played an older version of the download that has since been deleted or heck I watched LPs of the full game. I dont like that restriction.
It's true you can download from other sites (though I'm not sure you should vote on a game you've watched rather than played given that games are interactive, but that's debatable) but really if you have then you can just hit the download button, and then stop the download it'll show as downloaded. We know that but fly-by's probably don't so it will, I believe, cut down on number of 'popularity boosted' nominations.

The problem isn't RMN members not playing enough games, it's that we're outvoted by other social networks swooping in. I would suggest just setting a minimum Makerscore of 1 to combat this. So if you've contributed anything at all, even a single game profile, you're eligible to vote.
