RPG Maker games are entirely CPU bound. A GPU won't help (RMXP and VX didn't even use it afaik and rendered everything in software) and RAM is always a case of having enough and RM games generally don't use a ton. RM games aren't multithreaded to any significant degree (probably not at all) either so core count doesn't mean much. XP, VX, and Ace aren't very efficient engines and have issues with big maps with lots of events and poorly made scripts won't help much either.
If you are having lag on RPG Maker games it's either because something is eating all of your resources on your computer like a virus scan or heat generator like folding@home or it's a problem with the game and engine itself.
