I think Peter would have come off too strong of an actor to play Frodo.
(Peter also plays Bolivar Trask in X-Men, which is a strongly portrayed character.)

I'm not sure if he could pull of the mild timidity that was required for Frodo's character.

Maybe not, but we all know he would have made the movies better. Just imagine how Saruman and Sauron would have died. On the pooper.
