Personally since it's an arcade game and I don't imagine it will include the ability to save I would just rewrite Scene_Title and change the menu commands to list levels instead.

In that case I would make a new scene, Scene_LevelSelect or something similar, that's called instead of Scene_Map when you start a new game. Then the level selection window would be the one that calls Scene_Map.
