It's really best just to edit the ones that exist, so you know where boundaries are.
Then just plug in whatever you want. You'll notice the auto-tile scheme of the far left blocks of tiles, such as water and grass squares, then in the middle are lower layer tiles, then on the right half are secondary layer tiles.
Then you need a transparency. I think 2k3's default transparency color is that bright pink or whatever. Best to use the import feature built in to 2k/2k3 instead of saving the chipset to your game folder from your psp/photoshop/paint, for that very reason.

sometimes chipsets dont work because many colors, a person show me a program that can change your picture to 256 colors(I dont remmeber how many colors) without changing the color or at less it has exagerated colors it will take out some colors this program its call Irfanview it maybe help U
I will be writing a tutorial, showing others how to create and do unique merges onto chipsets, specially in 2k3... but you will have to wait around a week, until I get down to it, since I'm working on my game, at the moment.
You are being kind of vague. Do you want to draw your own chipsets or edit them/put a bunch together? If you are making your own chipset, try and find a template for an RM2K3 chipset and use Idraw or MSPaint (I highly recommend IDraw). I am not sure what else I can say. You might want to find a few tutorials of pixel art.
