[RM2K3] REALLY ANNOYING TITLESET PASSABILITY PROBLEM

OK I am getting a really odd and annoying problem I am using a chipset and have designed my map fine and all my other maps I have created are fine and work 100% yet this one map I make will not register the passability boxes I have ticked, so the main character can just basically walk all over the map even though I checked the box with an X to make sure the character can' walk on that part and also the arrow markers are all dots to also show the character shouldn't be able to move on them.anyone else has this issue and is there a fix ?
Check the first tile on the second layer (the stuff with transparencies used in events) and make sure it's a star. It's the default tile for that layer and if it has a circle then that overrides the passability of the tile below it which can make it seem like the first layer's passability settings aren't working.
