LOCKING A CHARACTER

I'm using RPG Maker Vx Ace and was wondering if it was possible to lock a character out of things until they fulfill their objective. My main character has to go talk to someone at the beginning of the game. I want to make it where they can't leave town or go into other buildings until they talk to who they need to talk to. Is this possible? I'm rally new to all of this and don't understand everything.
