The main issue is that it didn't go anywhere for its length and the closure provided by 3 was underwhelming to the point of making the movie viewing experience an exhaustion. 1 was great, 2 was good, 3 was the dud. Anybody who hated the second film hates adventure and hates fun, yes I am making a gross generalization.
No more Pirates please.. it's been done. The 2nd and 3rd films were really poor. I thought Depp had a bit more integrity than this. Move on!
that said I don't see anything a fourth movie could bring to the table unless they went back to a standalone film that was completely contained within itself. Even then, the third movie just burnt out the franchise
They could bring Ninjas to the table.

You could argue that the first fight in Pirates 3 has ninjas (or at least courtesans, take your pick).
Also, I enjoy the Pirates series. Maybe I just don't watch enough "good" movies, but I see nothing wrong with them!
