OK so it needs actual consciousness for you.
I'll just go back to the camp of "phrase as used by people currently working in the field."

It seems like he'll only accept artificial intelligence if it creates itself.
No, that's not quite what I said.
But I don't think it's worth pressing the subject.
I tried to explain my point of view, but seems I wasn't clear enough, so I'll drop it.

What do you think neural networks are and how they work? They still work with programs within a set number of rules decided by the programmer.
It's still the same thing once you strip it down to its core, only more complex than simple rule-based programming.
A neural network basically trial and errors things given by the programmer until it finds the best possible solution. The goal and tools are supplied by the programmer but the computer continually makes tests on its own and determines the outcome based on "forced evolution". That's a really basic core simulation on how biology works. It's not a simple task being carried out by the program it's the program generating multiple tasks until it finds the right one.
I think we would need to establish what the intelligence part means.
If it also takes experience, instinct and self-awareness (maybe also emotions) into account during the process of learning.
Which machines are not capable of.
The term was chosen as "Artificial Intelligence" and I guess we have to use it as such. Hm.
EDIT:
Which is not false.

author=pianotmNah-ah. Nobody said that. What he said was simply that machines are created for a given purpose and AI also has a usually singular purpose. Unlike humans who do whatever they want without "programming".

There's actually some neurological evidence that this may not be the case. I think a few scientists have even advanced the idea that free will itself is an illusion. At the very least, we're not 100% free from "programming," both in terms of inculcation and in terms of how the brain itself works.
I will not argue with that, Sooz. Going that deep into it warrants dozens of posts, haha.
There are talents after all. Some people simply are better or worse in something by default although many would disagree with this. We can take that as something already coded.
Probably better would be to say that some people pick up stuff MUCH easier than others. That is easily observable.
Free will is a tricky question. We can be VERY imaginative but in the end, even brain thoughts are electrical impulses. Hm.
And what you learn, believe in and know often depends on your surroundings and how you absorb information.

Right, but he also made the point that the brain works the same way as a program (at least a program designed to be AI) and intimated that this was why a computer program wouldn't be genuine artificial intelligence, which the only way that makes sense is if he's saying that a thing can't be alive if a human creates it.
This thread will end in the conclusion that our very own intelligence isn't intelligence and the semantics of calling artifical intelligence artificial itelligence or not didn't help anyone.
No it will end in the conclusion that everything we know and love can be reduced to chemicals and that there's no intrinsic value in this material universe.
Ah, we don't even need to go that far to reach that conclusion. Value is based entirely on our own primal wants and needs. The fact that we place our greatest value on shiny rocks that do absolutely nothing useful is testament to that. (Yes, I know gold, diamonds, and such have great usefulness in technology but that doesn't count since we only really discovered that in the past century, and the vast majority of that stuff is still largely worn or kept in safes where they do exactly jack.)

My conclusions are thus:
1) We tend to assume that we're a lot more special than we necessarily are*
2) Current AIs can do some really rad stuff.
*I don't exactly subscribe to the idea that "free will" doesn't exist; at a larger level it may or may not be the case, but on a personal, individual level, whatever we have going on is a close enough facsimile that I doubt it matters greatly. I feel like I am my own person, so it doesn't matter whether that's objective fact or not, as my experience is and always has been subjective.
Also if y'all haven't watched the videos of LearnFun and PlayFun trying out different games, I highly recommend them. It's a combo of "Wow, cool, a thing that can learn to play the vidya!" and "LOLOLOL that idiot computer has no idea what it's doing!"
ETA: The first one I linked last page, here's the second and third:
