Couldn't you just make visual novels with rpg maker as it is? Of course super animated ones as shown above are not possible, but the basic ones?
True, but most Visual Novels have built-in mouse support, so you'd want to use at least MV for it. VX Ace's mouse support scripts seem a little wonky.

Yes, and probably animated too since you can play movies in RPG Maker.
The system isn't completely set up for it though. Ren'Py is nice because you can choose your default menu layout and putting pictures / text in is easy. Did I also forget to mention that Python is easier to use than Ruby (or Java for that matter if you're using MV.)

Well, if mouse-scripts in VX Ace are anything like the one used in this game, yeah, it can be a little wonky!
*Edit: I am... marginally interested in this, I guess?
Not to mention most 'novel' scripts in RPG Maker are broken when it comes to saving. When we made Efflorescence, RPG Maker's limited capabilities was really damning and it was so painful trying to make branching dialogues that can be unlocked. I can't do masking, etc. in RPG Maker either.
I definitely wouldn't make a VN with it ever again.
It's Javascript...not Java...
