I am trying to make a Yume Nikki fangame, and I usally get the tilesets from just downloading the zip file of it and looking in the RPG MAKER 2003 sections where it says "System, System2, Chipsets, Etc." PLEEEAAASE HELP ME!!!

If I recall, YN formatted all its image files as .xyz specifically so people COULDN'T steal them. Apart from this being the wrong place to make requests, it'd be a disservice to the subject matter to take those resources. If you want to make a game inspired by YN, you should really make your own! It's a huge part of YN's appeal: its surreal setting. You can't just rip that.

Bubblebrains, here's a .xyz to .png image converter. Take the images from the folders as you did before and use this program to convert them back to usable png files.

Ideally, you should strive to create your own art assets, but there is absolutely nothing wrong in learning the ropes using what's already there, so long as you're not profiting with things that are not yours.
For the record, we don't allow games here that steal from fellow indie developers, so keep that in mind if you want to make a game page that uses resources stolen from, say, YN and other games of the like. Of course, if you got permission to use said assets from the creator that's another thing, but yeah, figured I should tell you that before you try to make a game to post here with the resources taken from fellows.

If you're gonna make a YN fangame, at leaaast make the graphics yourself. It's like, the only thing that sets most YN fangames apart.
Most Japanese developers don't take too kindly to people who steal assets. You're game won't be acknowledged on any Japanese forum if you use those assets. And Yume Nisshi's creator has had trouble with English speakers stealing their assets in the past, so they're REALLY gonna be upset at you.

.XYZ-files never stopped any RMer from stealing them ... You don't even need that converter. The only thing you need is RPG Maker's import and export feature.

Whoa, take it easy. We didn't mean to discourage you. It's fine that Yume Nikki inspires you; it's inspired lots of people. Game design as a hobby should always be about what you, the creator, wants first. Just keep in mind that there are some aspects of sharing such a thing that might not go over so well. Please do what you like.
So make a Yume Nikki fangame. It's your life, do what you want. However, just keep in mind that if you do end up taking resources from the games, you can get backlash from fans about it, and much worse than you got here. You'd be better served trying to emulate the style (or using free-to-use resources that exist which already look similar) if you can't handle what people would say.

I mean, it's sad that you feel that way about yourself, but these are things that are going to happen, so just prepare yourself a little, okay? When anything gets created it gets critique. If you can't own the fact that you're stealing stuff from someone else's game and deal with the fallout from that, then it might be best to not steal from someone else's game.

Nothing says you can't make an ode to Yume Nikki with resources that are different to what the actual game uses, anyway. I mean, it's got more to it than just the look, you know? So maybe aim for emulating the feel of the game, and how it works gameplay-wise? Just a thought.

It all depends on what you want to do with the resources from the original game.
* If you want to build a game for you own amusement, then it's fine to use any resources.
* If you want to share the game you built for free on the Internet, then you must respect the creative work of others and receive their approval.
* If you want to sell a game, you should avoid fangame entirely.

For example, in the early development of the graphical version of MinST, I used ripped tiles and units. They served as place-holders while I was codding the game. I never published my game including them. Then I built my own assets to replace them. The new ones may not look as great but at least I built them.

Looking at how others built and used resources is also very informative. While browsing the resources, I noticed a clever user of dithering to create shadow when transparency is binary (transparent or non-transparent but never semi-transparent).
