What videogame has the best soundtrack?

Mine would be the Final Fantasy XII soundtrack which was composed by Hitoshi Sakimoto.

I throw it up between FFX, FFXII, Persona 3 and Earthbound. I can't pick between THOSE.

Chrono Trigger/Cross or Final Fantasy VII. Seriously loved the soundtracks for those games. XII had some pretty good stuff like Dalmascus Outlands music and Salika Woods.
Castlevania Symphony of the Night.

Crono Trigger/Cross are very close for me, as well as Dragon Quest VII/VIII.
I haven't really loved any FF soundtrack. They're great, but I just don't like them as much.

Wild Arms, Xenogears, Earthbound, and Legend of Legaia are some of my favorites. If I had to pick one, it would be either Wild Arms or Xenogears.
Final Fantasy VII Crisis Core has some pretty good music as well. As do most of the final fantasy soundtracks. :)
Command & Conquer 95.

The soundtrack kept me playing long after I tired of the game.

Dammit, I forgot that jewel.
I don't know why, but I'm humming the "People's Song" from Grandia 2, which is one of the most beautiful pieces of music ever composed for a game IMHO. I love Noriyuki Iwarde for Grandia's music, which some of it is not always the best - but a few themes from the series break my heart and have stuck with me for years. It's memorable, and I believe that's one of the best things about video game music, ever.

My first thought was FF7 because I just began playing it again

but really, anything by ROB HUBBARD or CHRIS HÜLSBECK blows your japanese brains to the moon. (ey besides Yasunori Mitsuda)

oh wait and the soundtracks to FALLOUT I & II told me to say go eat a dick lol

I would have to say Castlevania SoTN, Chrono Trigger, Dragon Quests 7 and 8, and most MegaMan games are definite contenders for best overall soundtrack.

Chrono Cross/Trigger, Wild ARMs, Suikoden II and Breath of Fire II (for nostalgia purposes ^.^)
Castlevania: portrait of Ruin and Final fantasy tactics A2.
Tales of Vesperia comes in a close... third.
Chrono Cross, without a doubt.

Honorable mentions are Chrono Trigger, Okami, Donkey Kong Country and Odin Sphere, give and take a handful of games I'm probably forgetting. The best soundtracks I've heard on portable systems are probably Dragon Warrior Monsters, Golden Sun and The World Ends With You.
