Is there way to initiate and carry out a fetch
quest for yourself, party instead of for an npc?

Yes, all you need to do is to make a "quest activator" by using an event set to autorun or action, and another to detect when you've finished the quest, which would be an event set to parallel process.

Depends on what exactly you want to do, but that's how i'd go about it.
