It could be Rm2k3, or it could be Zelda Classic.
Yeah, it's the program Zelda Classics. I learnt alot of thing about designing map from using it. It's mainly just designing that you have to do for that program. It's just a "hack" of zelda 1.

Yeah i remember using this program when i first started out but then found rpg maker and didn't use it anymore.
Yeah it was really hard to make a cut-scene or custom boss. But I loved how you could use any tile on any map.

I first started working on RM2K around 2001. Back then I still used the included ressources to make my games, none of which got very far.
Then I upgraded to RM2K3, but for a reason I can't remember I didn't like it and went back to RM2K.
When RMXP came out, I started working on a bigger game, which is still of some inspiration for my current project. I never finished it though, as I was changing my story all the time and it became a bit of a mess.
I upgraded to RMVX last winter and my project "The Wild Adventures Of Claude Bedard" is going pretty well. I regret changing it from RMXP though, because I find the new ressource system to be a mess - seriously, the limitation on map graphics is ridiculous.
So I'm looking forward to the successor software, but next time I'll be a better judge.
I also modded a few games such as Freelancer and NWN.
