I downloaded the program on a Japanese website because I wanted the Japanese version and when am opening it in windows 10 it's not working,so does anyone here have any idea on how to fix this problem?
Yes, buy the official western release. It supports windows 10, has some new functions and it's like 20 bucks and cheaper on sale.
Edit: Btw, I don't mind old pirate versions of RM2k and 2k3, I'm just saying that it isn't worth the bother.

Maybe try setting OS compatibility to XP or 7?
i tried these but it still wouldn't work
guys i was able to install rpg maker 2000 on an older windows(the one i got from the japanese website) but its still not in japanese when i open it it gives all kinds of messed up letters
I guess you need to have your system in Japanese, then. I remember that my sis was faking this few years ago to play a Japanese game. Some people here might have an experience with that too.

Yeah, the "messed up letters" is most probably your system trying to display Japanese letters, and failing miserably at it. Setting your system to Japanese might be one way, though, don't ask me how to go about actually doing that!

This is definitely not the place to ask about finding/making ISO files in regards to the original Japanese version of RPG Maker 2000.

If you just want the Japanese language, then why not just get the regular Steam version and specify Japanese in the settings? It's not like they have any different functionality: they don't.
You can try changing the system region, but you might have to re-install the rpg maker 2000 while your system is set to japanese.
Usually, just changing the region for non-Unicode programs is enough, but it will still require a restart before it works.
To change the region on Windows:
* Open the control panel
* Click "Clock and Region"
* Click "Region"
* Click "Administrative" tab
* Click "Change System Locale" and change it to Japanese
* Restart computer
