WHICH FINAL FANTASY VILLAINS REIGN WOULD BE THE WORST TO LIVE UNDER?

I was dicking around the internet and I found a really awesome topic made by davidnmunson on the Dissidia board at the Gamespot site. I thought this topic was so interesting for discussion for FF fans I couldn't help but say something about it. Basically he's asking, if you were were a normal citizen, a regular joe, which FF world would be the hardest to live in during the timeline of the game? Keep in mind I take no credit for this topic, so if davidnmunson happens to swing by, this topic was made in your honor. Here's his words quoted;
if you lived in the world of FF during the rise of each villain (Garland/Chaos, Emperor, CoD/Xande, Golbez/Zemus, Exdeath, Kefka, Sephy, Ulty, Kuja, Jecht/Sin), which one do you think would make your life the hardest and most difficult?
I think this is actually very hard because each villain has the potential to ruin your lives.
Garland- His minions (ex: the dark elf king) could wreck havoc in each city as well as the four fiends would make life tense. Also, if you lived in Corneria you would have to worry about Garland invading as well as your princess being kidnapped
Emperor- IMO one of the worst to live under. The Palamecian army would be constantly invading and destroying cities in his conquest to rule over the world.
CoD- not really that bad to live under. There were some wars down on the lower continent, but living on the floating continent would not be so bad. However, if Xande unleashed the world of darkness onto the world of light it might be problematic
Golbez- once the Red Wings were taken over by Golbez and zemus' influence many cities were pillaged and destroyed for the power of the crystals. That is really ones only concern living in that world. The rest is too far above you to worry about.
Exdeath- this is also one of the worst ones. every time a crystal is destroyed a part of the environment is destroyed making life very strenuous. Also, you would have to worry about being consumed by the void once Exdeath gains that power.
Kefka- wouldn't be too bad until the WoR is created and cities began being poisoned and destroyed. That would be pretty bad.
Sephiroth- the only concern for a citizen is the thought of impending death do to the apocalyptic meteor. That would create a very stressful life. Not to mention the corruption of Shinra and the falling apart of SOLDIER.
Ultimecia- not too many concerns once again. the average citizen does not need to worry about time compression. The only concern is the tyrranic rule of the current sorceresses under Ulty's control like Edea and Adel. The time of Adel was probably worse than Edea.
Kuja- not too bad until the life crystal was destroyed and Terra was demolished. Other than that life was virtually unaffected, unless you were unlucky enough to live in Lindblum. So actually not to great now that i think about it.
Jecht- Sin created lots of problems for the people. The wars killed countless people, not to mention the destruction of Kilika. However, besides Kilika, the effects of Sin were pretty indirect.
This is awesome for a video game related discussion, especially for someone that has played FF since she can remember. Eh heh heh.
All of the badguys have the potential to ruin your life somehow, this is true. But I would either vote for Kefka at WoR or Ultimecia.
Pretty much everyone would probably say Kefka, though. I think the whole thing of the world being remade with a god at the top of a tower, sending the Light of Judgement down on towns that refuse to worship him is pretty damn harsh. I remember being a bit scared at the thought of that happening in reality the first time I played through the World of Ruin. Then, there's all sorts of troubles going on from town to town even without Kefka raining Hell on you, the haunted paintings, that damned Phunbaba, hell... that world definately lost it's balance! I could say that living under Kefka would be terrifying for sure.
...I know there's a few people around here that liked FF8, and you're going to slam me for even mentioning it, but what the hell: Ultimecia is the scariest for me. And this is why.
Ultimecia has a frightening power, to be able to send her conciousness into any other sorceresses in the past. This can lead to all of time being under her direct control very easily. As mentioned, yes, Adel was much worse than Edea - I understood that just from seeing clips of flashbacks in the game and seeing what Laguna's crew had to do to stop her. While Adel only really controled Esthar from what I understood, and Edea in Galbadia - they were after world conquest easily. The fact that Esthar's scientists tried to freeze Rinoa the first chance they got was proof that Adel scared the crap out of them. The only person that seems to know much about sorceresses in general is Doctor Odine (and Edea, when not possessed) - and he wants to study the powers so much it makes me curious to know exactly WHAT he doesn't know yet. In the end of the game, we see that Edea in the past absorbed Ultimecia's power - and it's fairly established that sorceresses cannot die unless their powers are passed on. With the future form of Ellone's power that Doctor Odine made (the "Junction Machine Ellone!" he raves about), it's possible that any future sorceress could lead the world down the exact same path that Ultimecia did, or that, Rinoa's power in the end gets passed to Ultimecia and the whole story was much ado about nothing. *takes a deep breath*
In short, I played too much FF8.

Sin. Has been a while since I played FFX, some of this might be wrong.
But unlike the others, Sin didn't exactly have a motive, he just destroyed, since when a person becomes Sin they eventually just become a beast (or where they controlled by Yu Yevon?). If our heroes and the calm never existed then Sin would most likely of destroyed a whole lot more, since the calm destroys him for about ten or so years and the fact that Jecht could sometimes control himself when Tidus was around. I think I would be most frightened of Sin.

Kefka destroyed the world. He didn't talk about it, or destroy towns, but he destroyed the entire world.
After that he destroyed survivors on a whim (or for a reason) whenever.

I pretty much agree Canuck in saying Kefka. Mother fucka is crazy, you would be dead before you get the chance to live under his rule.

I can't help but notice Raem is missing from this list. For those who don't know, he was the final boss of FF: Crystal Chronicles, and he's a demon that feeds off peoples' memories. It's true he was behind the scenes the whole time and had a much more subtle effect over the world than the other FF villains, but he had some pretty nasty stuff going. I mean, forcing all the people of the world to live in little bubbles so he can feast on their unhappy memories? That's really cruel! Everyone had miserable lives and Raem forced amnesia on them for his own gluttonous purposes.
Not saying he's the worst, just pointing out he should definitely be a candidate.

And aside the (failure) issue with meteor, Sephiroth just kills ramdom ppl and a girl, compare that to fucking the whole planet, rulling over it for more than one year, vaporizing towns when you don´t like then and bringing other disasters.

Raem had potential, and being forced to be stuck without moving (unless you were a caravaner, of course, all of the caravaners were average people) could cause depression over long periods of time... but most of the game showed upbeat people and a positive outlook dispite the memories being eaten. Only a few people, like the Black Knight had horrible outcomes. We could see that only because we saw him at the right place and time. It could have been much worse than Raem, but he has evil potential. It is cruel to have your memories be feasted on, I agree. But the people were allowed to live, if only to make new memories to feed Raem.
I'll stick with the guy who fucked up but didn't destroy the world: Kefka. The rest were more interested in destroying the world (or doing whatever) which makes it hard to live under their reign.
Raem sounds like he has potential though. The concept sounds silly but it would be pretty shitty living in a world where your memories can just vanish to feed some jerk.

Did you play any other FF games? I felt like Sephiroth was nowhere near as menacing as most other FF villans, honestly. Sure, he was a good guy gone bad, but that doesn't tell us how potentially horrible his rule would be if we had no Cloud Strife and co. to keep the bastard in check. He didn't seem to have plans of sicking Jenova on random people, or harrassing people...
Once Meteor hit, I'm assuming that the big metalic city Midgar would look like the Northern Crater. It's assumed that Meteor hit the planet before in the Northern Crater, and that - much like blood in us humans - the lifestream swelled up to clot the hole to prevent any more "bleeding". I certainly doubt that Jenova falling on the world back in the times of the Cetra actually made that crater herself. If you take that into context, it was only important to stop Meteor from DESTROYING MIDGAR, not the entire planet. So if Midgar gets flattened, we have a new crater where the city was... and that's about it. The game seems to have made a bigger deal about it than it really was. *shrug*
Another answer I could have mentioned before would be Kuja. He has the potential to destroy all of Terra, and he does, and he throws all of Gaia into war just to feed the other planet. With the other planet gone, the entire world of Gaia gets covered in thicker and thicker mist, and when you stay too long in the mist, you get a bit... crazy.

Kefka, he's totally insane, gets off on killing innocents for fun, and uses a giant lazer to take pot-shots at villages when he's bored - it has to be him!

Two things.
1. It was confirmed a while ago by the creators that Jenova's impact is what caused the Northern Crater.
2. Meteor definitely would have wiped out all human life on the planet if it fell.
