It's assumed that Meteor hit the planet before in the Northern Crater, and that - much like blood in us humans - the lifestream swelled up to clot the hole to prevent any more "bleeding". I certainly doubt that Jenova falling on the world back in the times of the Cetra actually made that crater herself. If you take that into context, it was only important to stop Meteor from DESTROYING MIDGAR, not the entire planet. So if Midgar gets flattened, we have a new crater where the city was... and that's about it. The game seems to have made a bigger deal about it than it really was. *shrug*
Two things.
1. It was confirmed a while ago by the creators that Jenova's impact is what caused the Northern Crater.
2. Meteor definitely would have wiped out all human life on the planet if it fell.
I was under the impression that Holy was created in order to protect the planet from ANOTHER falling of Meteor, and that it hit previously in the Northern Crater. I had my doubts about Jenova actually causing the crater herself, even if they did find it there. But if that's what Square confirmed, then I can't argue with it. Apologies on my lack of knowledge there.
If that is the case, Sephiroth would kill everything - forget an actual reign, he himself would also die in the process and there wouldn't be anything. So you either take him out of the list as a possibility for this scenario, or he wins automatically.

I guess his "reign" would be the time between the summoning of Meteor and its collision with the planet. The instant death of everything would totally suck, but no one would be around to care about it, either...
And wasn't Jenova just inside the first meteor that struck? All the worst things come from space.
Living under Golbez would be the worst. Not only would he be the highest military power and strongest black mage, his controller, Zemus (Zoromus), would be summoning the giant of babil, which if you don't know what that is, think of Sin form ff10, but bigger and metal. Then if somehow, Golbez fell and you made it to the moon someway and managed to defeat Zemus. Zoromus would be born and would use his powers of hate to revive the four element fiends and use them as pawns and he would use his power of hate and invincible shell to do what he was born to do. Make everything in existence die and suffer enormous pain.

Sephiroth has lost his physical body before, remember when Cloud ran him through in Nibelhiem? Sephiroth's strength is in his powerful 'will', the ability to maintain his ego and powers in the Lifestream. With the exception of Aeris and a VERY few others, no one can do that. In the game he stated his goal was to return everything in the Lifestream and rule everyone unopposed from there.
Hrm...I'd have to go and say life under Kefka's reign would be the worst, in my opinion. I mean the man is psycho, and he would have no quarrals with tearing your skin off, covering you in salt, and watching you rool around on the ground in a bloody mess. He'd probably laugh at it and kick you, to boot! And speaking of boots, if he went and did that he'd also force you to clean them since you wnet and got your blood over them.
