If you haven't played MapleStory before, It's a really fun game, and not to mention Uber kawaii (Cute)
Also there are many private servers for it as well, so If you get bored of the real version, just play the private servers.

I'd like to second Maplestory. The game is awesome, at least for awhile. I'm kind of bored of it, as it is all about the grind. Still though, good game!

Yeah MapleGlobal is all about the grinding, It really sucks ... some monsters give you like 0.02% exp!
That's why private servers are a must when playing that game.
Another 2D MMORPG i can recommend is:
Gunbound
Well it's not really an RPG per se, but You can level up stuff, and It's pretty cool! Give it a try, if you already haven't.

Ragnarok Online. Though, it's pay to play so it's automatically out. Also, it has 2D character and 3D walking maps, but the camera does spin even though you control, but since you ain't looking for spinning maps, it's out as well.

Outside of RO, I have also played Maplestory. Good game, but I sucked at leveling in that game for some reason so it took me forever to even get to level 20...
Of course if you are desperate to play an MMORPG, there is Tibia online. XD

I know. I am a member of one of those private servers. But, most of the private servers are crap or nearly crap. Kinda hard to find one that is actually good and also one that sticks closely originally to RO as possible.
I'm a low-mid rate RO player myself.

Finding a good MMORPG is tough (Read: Impossible) let alone finding a 2d one that isn't a cash shop joke.
Someone mentioned on IRC that iRO is free now, I dunno if it's true. But RO is one game where the increased leveling rate of a private server is actually very necessary.

I think that free RO you are talking about is ValkyrieRO which is a 1/1/1 rate server I think...
