Well, it was good back in the day...around the late-90's early-2000's. Then, as it approached the mid-2000's, the game became so corrupt that certain people were more equal than others. Reason is the government is entirely player-run (some players are able to confine other players because they are given "judge" positions in the game's justice system), and certain players actually held more than one position of power. Players could even hold positions where they had the ability to permanently ban someone from the game, or give another player free, extremely expensive items. One can easily see the potential for bias and abuse of power here, even though rules were created to prevent those kind of actions. But hey, there are ways around these rules...
Also, the game's company made so many actions to turn the RP environment (considered to be at its peak within the aforementioned time period, and the best among all MMOs by the game's players) into utter shit. War, negative actions between countries, and general conflict is specifically discouraged and ignored by the company, who is more interested in keeping the status quo of a peaceful, lovey-dovey ancient Korea.

Someone mentioned on IRC that iRO is free now, I dunno if it's true. But RO is one game where the increased leveling rate of a private server is actually very necessary.
I played maple story. Got to level 140-something Hero legit and I gave up. Too much of a grind. (Coincidentally if someone wants to buy my account contact me hohoho)
I'm MMO-free now. I prefer focusing on developing games rather than playing them anyway. :-\

Not only can you play at least some of it for free, unless they've changed it, you can also create your own worlds, called Player Worlds, and have people play in them.
Kind of like having RPG Maker Online.
