Yes, but I just do something else for the time being, get my inspiration back, and keep on trucking.
There have been a number of projects I've lost hope in, namely Four Sided Triangle. Shortly after releasing the first demo for it, I just started working on it less and less. Then I switched PCs and it never made the jump from one hard drive to another.
I've gotten bored with the majority of my projects, Fenrir being the only project I've ever finished - and that's shorter than the Four Sided Triangle demo I put out XD

I still have very high hopes for my projects, but when I sit down to work on them. I usually go do something else and don't get back to it.
Interesting topic, I to be honest, have only lost hope in my earlier development days when I didn't had the knowledge I needed in order to decently express my ideas through my work. Still, there are many things to learn, which is kinda what pushes me back, and once in a while can dissapoint me, if I'm dealing with things that are really hard. Well, I never really lost complete hope as to not complete a project or cancel it, I never cancel my games, cause in the long run cancelling a project that could have great future potential is just a waste.
I've been working on the same project for a long time now. The issue comes with losing interest. I'll lose interest when there's a particular lack of focus on the element I happen to be designing. For example, I made a pretty full and functional CBS in RM2k3, then it came time to implement the GUI and custom skills. I wasn't 100% sure where I wanted to go with the skill system as well as the GUI, so I pondered on it for a bit, then lost interest when it became more fun to play games or something instead of brainstorm about the game.
By the time I think about my project again, new game creation software is out (happened twice so far). I've never lost hope, but I've never set large goals. I am not making a game expecting to complete it, I'm just creating as long as I'm having fun with it. I haven't scrapped my original project idea, but I've modified it a lot over the years.

Yup, especially during my days working on File Of Mankind/File of the Utopia games (er... more of a supposed-to-be series). And it's about to happen again, but this time on my NetGame Crisis Saga, due to graphical demands (I can't use RMXP RTP for it may ruin the game's atmosphere).
