LOOKING TO MAKE A CUTSCENE PERFECT.

Okays,

Where to begin.

I was wanting to make a small cutscene for like a wedding and such, perhaps even a boy giving a flower or something to a girl. Or even put up a small video clip of a medieval thing into the game itself but am unsure as to how to go about doing this.

Im running Maker 2k3.

Any help helps.
It sounds like you are a complete beginner... you really should start reading the help file that came with the program.

I have already read that and understand how to do the basics.
You should be more specific, are you asking on how to go about the move events? Your request is very broad and there's about a million ways to do this.
Okay say for instance I wanted to hold a scene and then like cut to say a dream someone had or even a recollection of events previously happened, or to a scene to something someone had said just to recall it. I would like to do it like a flashback without the main character being seen.
Just hide the main character off-screen or change the party leader to someone else with an invisible sprite.
Use the Tint Screen command to turn the screen to black. Remove all party members, teleport to the map of the scene that you want. Use an event with Auto as the trigger to tint the screen back to normal (or gray if you want a flashback feel). Then use move events and such to move characters around (be sure to use the Wait Command after a move event since events do not wait for move events to fully complete)

As for a movie, no one ever uses them. They take up too much space and are generally shown in poor quality.

Remove all party members

Be very careful with this. I once did some experiments removing every party member mid-game, and it sometimes resulted in an instant game-over for me. I'm not exactly sure what the conditions are for this to happen, but you're safer to just make the hero sprite invisible, and return it when the cutscene's done.

For the levels, make a conditional branch that checks the hero's level. It's on the second page of the conditional branch event.

There are many ways to do that second one...but the most efficient way would be to use a variable, and increment the variable by one for each step in the continuous quest. If you want other quests to be dependent on that one quest, or any of its followups, use a variable check to see which level of that quest the player has completed.
