Does anyone know if there is a way to make your own weather effects in rpg maker 2000 or 2003? I know how to do my own clouds/fog, but can I make my own rain, etc?

I'm not comfortable with any idea that can't be expressed in the form of men's jewelry

Nope. The weather effects are built in. You'd have to use pictures and stuff to try and make something custom.
