When using rm2k3, it should be inside the folder of the actual project. If there is not one, try actually playing the game from the RPG_RT.exe rather than in testplay mode from the editor; it probably will create one.

You can most likely create your own RPG_RT.ini file (in the same directory as your executable) and then on a line by itself in that ini file put:
FullPackageFlag=1
It's just a configuration file that RM2k3 creates to save some editor preferences but there is no reason why you shouldn't be able to create that file yourself. ;)
Also, in your picture the file you are highlighting is the .ini file you ought to edit.

Did you use a file called "System 4" in your RPG? It means that the file isn't actually in the game's folder. You need to copy it out of the RTP folder and put it in your game's System folder. You can use the RMTool mentioned above to find missing files like this and import them from RTP automatically.

To be negative nancy, but it is illegal to ask for a free version of RPG Maker 2k3 let alone RPG Maker 2k and 2k3 altogether. Just google it and hope for the best or ask someone via PM.
