BINKW32.DLL ERROR

Has anyone here had any problems running a game made in RPG Maker 2k3 because of a file named: binkw32.dll ?
If so, is there any way to fix this?
Binkw32.dll is for video playback and you can probably download the codec for it at Rad's homepage

Is it RAD Video Tools that needs to be downloaded? because that file was downloaded and installed but the error was still occurring
Failed at a ninja edit, try the second link I posted.

If all else fails, try deleting the video from the game and hope Rm2k3 just ignores the missing file

But there is no video whatsoever in the RPG Maker game. That's what confuses me as to why that error keeps coming up and shutting down the program.
if it keeps shutting down the program how do you know it is not trying to play video?
Because this is a game I created with 2k3. Someone is having problems running the game due to that error, and I'm trying to understand why. I did not put any videos in my game.

What operating system does the person who's getting the error have?
Are you using any special Rm2k3 hacks/using MP3s? I remember having an issue with a non-RM game that used OGG music on a computer, it was trying to play music via DirectShow so I wonder if one of those hacks is fucking with RM playback. Just using that Rad codec instead of DirectShow.
The person is using WIndows XP Professional. And the only type of music the game uses is MIDI and MP3s.
Wait a minute, is the person running the actual Windows XP Professional or is the operating system Windows XP Professional x64 Edition?
I will ask the person. What is the difference if it's running x64 edition?

EDIT: They said they're using regular Win XP Pro (not x64)
Hmm, does the error happen when the game starts up? Is it only with this game?
